BUILDING REGISTRATION CERTIFICATE:
The Building Registration Certificate is a temporary document issued for the purpose of registering and allowing the use of a building that was constructed without a permit or in violation of the permit and its attachments prior to December 31, 2017. It does not provide an additional right or establish acquired rights regarding zoning regulations and requires the building to be brought into compliance with zoning regulations and permits or to be subjected to urban transformation practices.
In order to ensure preparedness for disaster risks and to facilitate an agreement between the state and citizens, the Building Registration Certificate was introduced as part of the so-called "zoning amnesty" in the Turkish Zoning Law numbered 3194. Temporary Article 161 added to the Zoning Law envisages the issuance of a Building Registration Certificate (BRC) for buildings constructed before December 31, 2017 without a permit or in violation of the permit and its attachments.

Total construction area; separate total areas of residential and commercial units (m²)
Number of residential and commercial units in the building
Real estate tax unit value of the land/plot (TL/m²) (Can be obtained from the relevant municipality)
Area of the land where the building is located; if not available on the title, the area to be declared (m²)
Building classification (to be selected from the options provided by the system)
Description of non-compliance with zoning regulations

WHAT TO DO AFTER OBTAINING BUILDING REGISTRATION CERTIFICATE:
The process of registering your unlicensed building through the "İmar Barışı" (Building Amnesty) consists of two stages. After receiving your Building Registration Certificate, the second stage is to complete the registration process at the land registry office.
After receiving your Building Registration Certificate, you should contact a mapping engineering office to prepare a "Zemin Tespit Tutanağı" (Ground Survey Report).
The Ground Survey Report is a technical document prepared by measuring the location of the building. It includes information about the parcel where the building is located, the size of the building in square meters, and its new classification.
Under Article 16 of Law No. 3194, property owners who have obtained a Building Registration Certificate through the "İmar Barışı" are required to have a Ground Survey Report prepared by a surveying engineer when they want to register their building at the land registry office.
When you go to the mapping office, they will ask you to provide the following documents:
Building Registration Certificate
Copy of the Title Deed
Copy of your ID
It would be beneficial to prepare these documents in advance. After you submit these documents to the mapping engineer, they will conduct the necessary inspections. If there are no issues with the registration process, they will prepare the Ground Survey Report Annex-1 file and initiate the cadastral operations. If there are any issues with the registration, they will prepare the Ground Survey Report Annex-2 file and direct you to the Provincial Directorate of Environment and Urbanization.
What are the fees for Zemin Tespit (Ground Detection) process?
